4. Building green growth indicators of natural resources and environment management in provincial level

Abstract

Green growth is a way to achieve economic growth and development, it also helps to protect environment, prevent the loss of biodiversity, and minimize natural resource exploitation. However, the quantification of the "green level” of growth or measurement the harmony between economic growth and environmental protection has not had clearly yet. This paper, therefore, synthesizes methodologies to calculate the green growth indices which applied in the world, especially those of the Organization for Economic Co-operation and Development (OECD). From the experience of other countries in the world and the Vietnam Green Growth Strategy, green growth indicators in the field of environment and natural resource management at provincial level are proposed.
