09. Assessing the implementation of land transfer and land use right mortgage of the households and individuals in Yen Dung district, Bac Giang province

Abstract

The research was conducted in Yen Dung district, Bac Giang province to study the current situation of implementing land transfer and land use right mortgage of households and individuals after the 2013 Land Law. The two research methods used were primary and secondary data collection. The scope of the study is limited to the administrative area of Yen Dung district, Bac Giang province in the period of 2014 - 2017. The results show that the transfer of land use right was well implemented with 2.914 dossiers. According to the survey results, there are 5 main reasons leading to the transfer of land use right in the study area including raising children and and exporting labor; investment in production and business; building and repairing houses; real estate speculation; and other (bank savings, vehicle purchase, medical treatment, living expenses, debt payment,...). There were 2.452 land mortgage dossiers in the period of 2014 - 2017. The main reason of land use right mortgage was to borrow money for investment in production and business. Mortgage procedures were mainly done at banks and credit offices. According to the opinions of surveyed households, the time for completing procedures, fees and charges for implementing the land use right should all be reduced.
